The Bear Mine permit was revoked on 6/6/2013. <br />Jeff Litteral of the Division’s Inactive Mines Program is leading the project to complete the reclamation of <br />the site. The contract to complete the work was awarded to MCollum’s Excavating, LLC. Contractors were on site <br />at the time of the inspection. <br />The weather was clear, fine and dry. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The North Fork of the Gunnison River was flowing at around 60cfs, according to the USGS gaging station <br />at Somerset, which is slightly below the seasonal average. <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br /> The concrete barriers had been moved from in front of the bridge, and boards had been place at either end <br />of the bridge, to allow access to the site for light vehicles. A track mounted excavator and a wheel mounter loader <br />had been brought on to the site by fording the river, and were being used to reclaim the treatment pond. The <br />excavator was being used by Marshall Mills to pull down the embankment and fill in the pond. The loader was <br />being used by Jake (?) to mix wet material from the pond with drier material so that it could be worked more <br />easily, and would provide a better seed bed. A soil test was conducted by Triton and led to a recommendation of a <br />3-6-3 organic fertilizer with mycorrhizae and humates as a soil amendment; the recommendation was being <br />followed. <br />The eastern-most part of the disturbed area had already been ripped, graded and seeded. <br />An earth-lined sinuous channel had been constructed from below the spring/seep west towards the south <br />side of the bridge.
