14. The Technical Revision states the reclaimed areas will be covered with a layer <br /> of growth medium (i.e. onsite topsoil, biosolids, or compost). The Reclamation Cost <br /> Estimate includes a cost for importing 31,460 cubic yards of soil growth medium. <br /> Please clarify if there is any available onsite soils which will be used during <br /> reclamation and specify the volume as cubic yards. In addition, please specify if <br /> the material to be imported will be topsoil, biosolids or compost and identify the <br /> source of this material. <br /> Response: <br /> Based on observations at the site and surrounding undisturbed areas, we <br /> anticipate a limited amount of topsoil is available onsite for reclamation. However, <br /> as discussed in our response to comment No. 13, we believe that the fine grained <br /> sedimentary overburden rock is sufficiently weathered to support vegetative <br /> growth. Technical Revision No. 2 assumes that topsoil will be developed from any <br /> available topsoil stockpiled on site, from the excavation and breakdown of the <br /> weathered fine grained sedimentary overburden rock, and from imported growth <br /> medium. Growth medium will only be imported if necessary and will be combined <br /> with the volume of the material developed onsite to generate the 31,460 cubic <br /> yards shown in the cost estimate. Technical Revision No. 2 is revised to include <br /> additional discussion of the revegetation plan including test plots to determine the <br /> appropriate blend of onsite and imported topsoil/growth medium for revegetation. <br /> Potential sources of imported growth medium will be identified as part of final <br /> design. <br /> 15. The Reclamation Plan states a soil analysis will be made to more exactly <br /> determine fertilizer needs. Please commit to conducting a soil analysis prior to <br /> seeding the site and commit to providing the results of the soil analysis to the <br /> Division for review. <br /> Response: <br /> The construction documents will require that the soil analysis be performed during <br /> the initial phases of the earth work and the results be available prior to seeding and <br /> available to the Division for review. <br /> 16. As required by Rule 6.4.5(2)(e), provide a plan or schedule indicating how and <br /> when reclamation will be implemented. Such plan or schedule shall not be tied to <br /> any specific date but shall be tied to implementation or completion of different <br /> stages or phases of reclamation.
