The post mine land use of this stage of mining will be dry rangeland over all non-dredge pile
areas that are reclaimed(layout area, road, etc.), and historic dredge piles in all dredge areas that
are not mined. Also, lakes may be maintained in the reclaimed mine area. These lakes, as may be
reconfigured over the life of the mine, will serve the purpose of sustaining the water right
associated with the property(Maps F-1 & F-2). Dry rangeland is the typical undisturbed land use
in the area.
2. Topsoil Replacement
Topsoil will be replaced on all non-dredge and non-lake disturbed areas at a depth of 6-12
inches. The extent of these areas will be dictated by the extent of mining. In all areas, topsoil will
consist of a combination of stripped topsoil and fines from product processing. When product
processing fines are used, a soil additive will also be used. This soil additive will be determined
following testing of the processing fines by a soil lab such as the CSU Extension Service.
Mining and processing of roughly 1 million tons a year is anticipated to generate roughly
250,000 tons (200,000-250,000 CY) of fines from the dredge piles. It is estimated that roughly
19,000 CY of material will be needed for topsoil and topsoil equivalent replacement activities in
the worst case reclamation scenario (see Exhibit L). During reclamation, all excess fines will be
placed in the bottom of the mining area below the final topsoiling depth. No material import will
be necessary for reclamation though the Operator may elect to import material for placement in
excavated areas; as detailed below.
Once topsoil is placed, it will be disked or harrowed prior to seeding.
3. Haul Roads and Access
All of the internal haul roads will be topsoiled and seeded as part of reclamation, if they are non-
dredge and non-lake areas. The access to CO 9 will remain in place as a new primary access to
the property.
4. Reclamation Timetable
Trout valley Ranch November 2016 E-2 Gag Lcwkki and Am"ialc&PUA'
