General Overview of Permit Amendment <br /> Since the last major amendment to the permit in the 1990's, several changes have been made <br /> to the Daniels Sand Pit#2 permit. Not only has mining progressed through the many phases <br /> delineated at that time,but lands have been added as well as removed from the permit. Several <br /> changes have also occurred in the surrounding lands and more changes are being planned. This <br /> amendment is intended to consolidate these diverse alterations made in the past and establish a <br /> newer plan that interfaces better with proposed future changes in the surrounding land. Following is <br /> a list of the nine most significant changes in the permit and plan,but there are many more smaller <br /> and less significant,but no less important changes contained in the detailed plans included in this <br /> amendment. <br /> 1. Merge into a single plan, prior changes in the permit. These include merging the Little <br /> Johnson Reservoir amendment (2005) into the overall plan. The removal of the processing <br /> area(2006) altered permit boundaries west of Academy Boulevard and these are now <br /> incorporated and a new base map that includes all areas in a single map has been produced <br /> rather than lands east and west of Academy being shown on separate maps. <br /> 2. The previous multi-phased plan is replaced by a single phase plan that is divided into three <br /> interconnecting areas -the sediment basin area west of Academy, and the North Area and <br /> South Area on the east side of Academy. The previous multi-phase plan is no longer <br /> meaningful as most of the phases have been merged into single disturbed areas. <br /> 3. A new, three acre parcel of land is added to the east side and this is referred to as the J <br /> Property. This property is expected to be mined after completion of the groundwater <br /> remediation program being conducted by others. <br /> 4. A new sediment basin will be established on the east side of Academy as the western <br /> sediment basin is nearly full. The new basin will be approximately the same size as the <br /> current basin,but not as deep. The new basin also has the potential to be expanded if <br /> necessary. If expanded then the reclamation on the expanded area would be the same as the <br /> reclamation on the initial new sediment basin area- a blend of shrubs and trees. <br /> 5. The mining plan and final topography around the northern portion of land east of Academy <br /> Boulevard has been modified in accordance with plans and discussions with the City of <br /> Colorado Springs to produce a smooth interfacing of the final topography in the pit with the <br /> proposed new Colorado Springs Airport highway planned for construction on land adjacent <br /> to and just north of the pit area. This also includes a new alignment for the Fountain Mutual <br /> Ditch. Although these changes do not constitute a large change in the existing plan, the <br /> details of these changes are critical to achieving a smooth transition between the highway and <br /> the ditch. <br /> 6. Reclamation plan changes will include establishment of shrub/forest vegetation on about 40 <br /> to 50 acres of the pit in the sediment basin areas (more if the new sediment basin area needs <br /> to be expanded at some point).
