H. Transfer of Wells
No specific approvals granted.
Discharge of Water into an Underground Mine
This section does not apply as New Horizon North is a surface mine.
Stream Buffer Zones
No changes to the stream buffer zones were proposed in the PR -1 application.
K. Probable Hydrologic Consequences
The most current analysis of the probable hydrological consequence was done for
the NHN Mine in the issuance findings document dated May 4, 2012.
PR -1 is proposing to install a single culvert for the North Haul Road to cross
Meehan Draw. It is the conclusion of the Division that minimal impacts on the
local geomorphology will result from the installation of the culvert in Meehan
Draw. Overall, a reduction of elevations and slope lengths of mined areas is
predicted. Slope lengths and times of flow concentration increase over the long
term. The additional runoff and loss of topsoil structure will increase the erosion
potential on disturbed areas. To ameliorate these effects, WFC will contour rip
and mulch disturbed areas to lessen the erosion potential until vegetation is
established and the topsoil structure is redeveloped.
IV. Topsoil
Topsoil salvage and replacement is described in Section 2.05.4(2)(d) of the permit.
Map 2.05.4(2)(d)-1 shows the proposed replacement thicknesses for topsoil.
The Division proposes to approve the revised reclaimed topsoil locations. The total area
and thickness of the topsoil will remain the same. The new locations will better
accommodate a center pivot and side roll irrigation systems. These irrigation systems
are designed to support the post mining land uses of intensively managed irrigated
pasture and irrigated pasture.
V. Sealing of Drilled Holes and Underground Openings
The Division will require that each hole, well or other underground opening be capped,
sealed, backfilled, or otherwise properly managed (4.07.3).
VL Use of Explosives
No changes to use of explosives were proposed in the PR -1 application.
15
