September 9, 2016 C-1992-081/Hayden Gulch Loadout JHB <br />of the RRC -17 culverts as requested in the August 2016 inspection report. Although there was water pooled in <br />low spots of Dry creek, there was not enough flow to reach the RRC -17 culverts. <br />Ditch 3 remains blocked at the access point from TAHR onto the reclaimed facilities area re -disturbance laydown <br />area. This blockage was noted during the August 2016 inspection and has not been corrected. HGT needs to clear <br />Ditch 3, so runoff is able to flow unimpeded in this ditch. <br />The loadout loop pond was dry and well vegetated. The Truck loop pond held its usual pool of water well below <br />the discharge elevation. <br />GENERAL MINE PLAN COMPLIANCE: <br />Disturbance outside the permit area boundary and blockage of Ditch 3 has resulted in issuance of NOV <br />2016-X. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />The Tie Across Haul Road remains in good condition. Some washboard section of the road were <br />encountered. However, these rough sections help assure that traffic on the road drives at reasonable speeds. A <br />third party (Xcel?) continues to conduct work on a structure (pipeline?) at the eastern extent of the TAHR in <br />Section 17. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Demolition of the rail line continues to progress. The contractor has kept the majority of the disturbance <br />associated with the demolition within the permit area boundary. Reseeding of the re -disturbed areas will be <br />necessary. <br />Metal rail, spikes, and clamps are removed off site. Ties are stacked, then removed off site. The rock ballast is <br />winnowed for removal off site. <br />HGT has not begun to reshape cuts and fills of the rail loop. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />Demolition has necessitated re -disturbance of portions of the reclaimed areas, and strips along the rail line. <br />Three laydown areas have been disturbed by equipment. Two of the laydown areas are outside of the permit area <br />boundary.
