September 9, 2016 C-1992-081/Hayden Gulch Loadout JHB <br />Another laydown area located outside of the approved permit area boundary is located in the SE 1/4 of Section 14. <br />The surface owners of this location are State of Colorado and Hayden Gulch Terminal, LLC. This disturbance is <br />estimated to be about a 1/2 acre. It is located west of RCR No. 37, and east of the east side of the rail loop. <br />A third laydown area was in use in the southwest 1/4 of Section 14. This third area was within the approved <br />permit boundary. Several men were loading rail road ties into red pickup trucks at the time of the inspection at <br />this southern laydown area. <br />FISH and WILDLIFE — Rule 4.18: <br />Steamboat Springs had planned a Sand Hill Crane festival from 9/9-9/11. Usually Cranes flock in the <br />fields south of the load out reclaimed facilities area. No cranes were observed in the vicinity during the <br />inspection. Crane decoys had been placed in the field south of the Tie -across Haul road. <br />Prairie falcon were observed swooping over the rail loop area. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The contractors had bladed a travel path adjacent to the west side of the rail in order to conduct removal of <br />the rail, and ties. In the process of blading the work area on the west side of the rail, north of highway 40, culverts <br />RRC -1, RRC -2 and RRC -3 were blocked. All three of these culverts allow irrigation ditches to flow under the rail <br />line. All three irrigation ditches were flowing at the time of the inspection and were effectively blocked. The field <br />immediately east of the rail line was flooded. <br />Upon discovery of these blocked irrigation ditches, the contractor contacted HGT representatives. An excavator <br />was mobilized from on site and moved up to area of concern. The contractor cleared the blocked culverts while <br />the inspector was on site. All culverts were flowing unimpeded from east to west after the repairs were conducted. <br />This response and correction was acceptable. The inspector requested that sediment control measures be installed <br />upslope of the irrigation ditches. <br />Culvert RRC -12, at the Walker ditch has been removed. The Walker ditch has been shaped to flow unimpeded. <br />The ditch was had water flowing at the time of the inspection. The demolition work at the Walker ditch looked <br />good. <br />Culverts RRC6, RRC -7, RRC -8, RRC -9 and RRC -10 were clear and irrigation ditches at RRC -6 and RRC -7 were <br />flowing unimpeded. <br />The operator has reshaped the previously noted crossing of Dry creek south of RRC -17a, 17b, and 17c. This <br />mitigation is acceptable. No problems were noted with RRC -16.
