A stage-area-capacity relationship has been developed <br /> for Geisert Reservoir; however, if additional sand, gravel or other materials are removed <br /> from Geisert Reservoir such that additional capacity is created, up to and limited by the <br /> 2,200 acre-foot capacity outlined in Paragraph 9.10 above, then Co-Applicants shall re- <br /> survey the reservoir and develop an updated stage-area-capacity curve and provide notice <br /> of the enlargement of Geisert Reservoir to the Division Engineer and the opposing <br /> parties. The accounting form for Geisert Reservoir is attached hereto as Exhibit C. This <br /> accounting form may be integrated with Applicants' other accounting forms. Exhibit C is <br /> not decreed herein, and if otherwise consistent with the provisions of this Decree, may be <br /> modified from time to time at the request of or as approved by the Division Engineer and <br /> with notice to all Objectors in this case, provided that all information contained in Exhibit <br /> C and required by this Decree is included. Applicants shall serve notice to Objectors <br /> when any changes to Exhibit C are submitted to the Division Engineer. Objectors shall <br /> have 63 days from the notice of changes to the accounting form to provide comments to <br /> the Division Engineer regarding such proposed changes. The accounting form may be <br /> modified in the future; provided, the form includes the following information recorded on <br /> a daily basis: the priority, administration number and name of the calling water right, the <br /> beginning amount of water in storage, the open water surface area, the computed <br /> evaporative losses, the measured inflows, the measured releases, unmeasured and out-of- <br /> priority inflows or outflows, the ending amount of water in storage, any releases (if <br /> necessary) to reconcile the calculated amount of water in storage and the observed <br /> amount of water in storage and tracking of the first fill and refill. <br /> 19. Water Year. For purposes of accounting for the water right decreed herein, the water year <br /> shall be April 1 through March 31. The total volume of water that may be diverted to <br /> storage under the initial fill of the right decreed herein in a water year shall be 2,200 acre <br /> feet less the amount of water attributed to the water right decreed herein which is in <br /> storage in any reservoir and carried over from March 31 to April 1. Water attributed to <br /> other water rights that are stored in Geisert Reservoir at the end of any water year shall <br /> not automatically count against the annual fill of the water right decreed herein in the <br /> new water year. However, once the water right decreed herein is filling in priority during <br /> the new water year and there is insufficient capacity in Geisert Reservoir to continue the <br /> initial fill of the water right decreed herein, Applicant shall have the option of: (1) <br /> booking over water attributable to the other water rights stored in Geisert Resevoir to the <br /> initial fill of the water right decreed herein, (2) choosing not to book over such water, in <br /> which case the initial fill of the water right decreed herein shall be deemed paper filled, <br /> or (3) releasing such water from Geisert Reservoir. Any such water that is booked over <br /> shall be considered to be accounted for as the Weld or Central Rights and counted against <br /> that right in Applicant's accounting. Any book over or paper fill shall be at rates and <br /> times when water is legally and physically available for diversion under the water right <br /> decreed herein. <br /> 20. Evaporation. Evaporation in acre-feet shall be calculated by multiplying the daily water <br /> surface area, in acres, times the daily rate of gross reservoir evaporation, in feet.
