Area E was not shown on the TR-3 Reclamation Map as it was part of Area B at the time. <br /> The T3 Reclamation Map shows a mitigated wetland as being located in this area. After <br /> researching the actual extents of the mitigated wetland, it was determined that the wetlands <br /> shown in this area were an error on the map. The mitigated wetland is actually located in <br /> Area B to the north and west of Area E. The County intends to fill in Area E in order to create <br /> a future parking lot and storage area. The existing pond will be backfill using clean fill material <br /> imported from other County operated gravel pits. A small pond will be left in place at the east <br /> end of Area E in order to maintain an overflow and outlet structure that is currently located in <br /> the southeast corner of the area. The evaporation losses are covered under an augmentation <br /> plan. The water court augmentation plan is covered under case number 12CW304. <br /> Regrading: <br /> Reclaimed areas will be located primarily in Area C. Reclaimed slopes will be graded at a <br /> maximum of three to one (3:1) horizontal to vertical in order to provide the maximum amount <br /> of water storage. Slopes which will be below the high water elevation in the pits will not be <br /> seeded. Flat areas and slopes to the high water elevation will be seeded. Roadways to <br /> remain as part of the reclamation plan may be seeded at the discretion of the County. <br /> Seeding: <br /> Disturbed areas in Area C will be reclaimed with a native grass mixture. The proposed seed <br /> mix for the disturbed areas is as follows: <br /> Buffalo grass (Texoka, Sharps Improved) 4.5 lbs. PLS / acre <br /> Little Bluestem 1.0 lbs. PLS/acre <br /> Sideoats grama (Vaughn, Butte, Niner, El Reno, Haskell) 2.0 lbs. PLS/acre <br /> Blue Grama (Hachital, Lovington) 3.0 lbs. PLS/acre <br /> Green Needlegrass 1.0 lbs. PLS/acre <br /> Western wheatgrass (Arriba, Barton, Rosana) 1.5 lbs. PLS/acre <br /> Switchgrass (Grenville, Nebraska 28, Blackwell, Pathfinder) 1.0 lbs. PLS/acre <br /> Total: 14.0 lbs. PLS/acre <br /> Seeding of the disturbed areas will be completed between November 1 and May 1. The area <br /> will be monitored until 70% of the original ground cover level is achieved. <br /> Depending on ambient conditions, the application method for those areas being seeded may <br /> be hand broadcast, hydro-seeded, or drilled and crimped. Mulch application at the rate of 2 <br /> tons/ac may be concurrent with seeding. Mulch may include hay, straw and tackifer. All hay <br /> or straw mulch shall be certified noxious weed free grass hay or crop straw. At least 70% of <br /> the mulch by weight shall be 10 inches or more in length. Mulch shall not contain any noxious <br /> weeds, mold, must, cake, or decay. Straw mulch shall not contain excessive viable grain <br /> (wheat, barley, or oat seed.) <br /> Areas A, B, D, and E will not be seeded or will utilize the existing vegetation to stabilize the <br /> areas because the post-mining use precludes the need for seeding. <br />
