October 27, 2016 C-1981-018/Deserado Mine CCW <br />- PP -2 was holding water but no discharge from the pond was occurring. The embankments were stable with no <br />erosional issues. The pond's spillways were free of debris. <br />-The Rail Loop Sump (RS -1) and the Rail Loop Pond (RR -1). Discharge was not occurring from either of the <br />structures. RS -1 was holding a small amount of water (Photo 3). The embankments were stable and there were no <br />indications of erosion. RR -1 was dry during the inspection. The embankments of RR -1 are well vegetated and <br />stable and had no erosional issues. <br />-The Slot Storage ponds SS -1 and SS -2 were dry during the inspection. The embankments of both ponds are well <br />vegetated and had no erosional issues. The spillways for the ponds were clear of debris. <br />- The Transfer Building ponds TS -1, TS -2 and TS -2a were inspected. All of the ponds are well vegetated and had <br />no erosional issues. All three of the ponds were dry during the inspection. <br />- The B -Seam Dewatering System was impounding water in all of the cells during the inspection. The Last <br />Chance Pond was full and discharging out of the primary spillway. Discharge from the pond was a small trickle <br />(Photo 4). The spillways of the Last Chance Pond were free of debris and functioning as designed. The <br />embankments for all of the cells are well vegetated and in good condition. <br />- The RP -2/3 Pond consists of a main cell with an NPDES discharge outlet and two smaller cells (the west and east <br />cells). Both the west and east cells were holding a small amount of water. The embankments to the cells are <br />stable and had no indications of erosion. The main cell of the 2/3 Pond was dry during the inspection (Photo 5). <br />The embankment is well vegetated and stable. The primary and emergency spillways were clear of debris. <br />- The RP -4 Pond was dry during the inspection. The Spillways for the pond were clear of debris. No erosional <br />issues were spotted on the pond's embankments. <br />- The RP -5 Pond was also dry during the inspection. The primary and emergency spillways for the pond are clear <br />of debris and capable of functioning as designed. The embankments are well vegetated and stable. There were no <br />indications of erosion. <br />-The perimeter ditches for the Refuse Ponds were in good condition. Minimal down cutting of the ditches has <br />occurred and the ditches are working as designed to convey runoff from the refuse piles to the associated ponds. <br />There are no breaches in the channels and no off-site impacts are occurring. <br />-The D -Seam Dewatering System is a series of three cells with a NPDES discharge point. The pump for the <br />system was not running during the inspection. Segments of piping are scheduled to be replaced before pumping <br />resumes. Before the pump was shut off, the Lower cell of the system was the only cell being used. Seepage was <br />occurring in the middle and upper cells, the cause of the seepage was being investigated. During the inspection <br />the Lower cell was holding water. There was no discharge from the cell. The upper cellwas holding a small <br />amount of water. This water was runoff captured from previous precipitation events. Discharge was not occurring <br />from the cell. The vegetation on the embankments has begun to grow in.
