October 25, 2016 C-1981-035/King Coal Mine RDZ <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 2 <br /> <br /> Page 3 of 10 <br /> <br /> <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />At King I, the SAE by the entrance gate was inspected. No problems were seen except for the filter dam (aka, silt <br />fence) on the east side needed repair. Mike McFarland performed this repair during the inspection. <br /> <br />At the King I Mine, the East Pond and the West Pond were inspected. Both ponds were holding water but not <br />discharging (and there was no sign of any recent discharges. No significant problems were seen with <br />embankments or other structures, however some sediment is in the West Pond, and GCC should check the <br />elevations of the East Pond (confirm if ground condition matches specification in permit). Sediment levels <br />appeared to be well below cleanout levels, per elevation specifications in the PAP. <br /> <br />At the King I Mine, the Clear Water Diversion Ditch (Reach 1) was inspected near the lower end of the Refuse <br />Pile and near the lower end of the site. The ditch looked stable. Also at King I, the Contaminated Water Intercept <br />Ditch (Reach 10) appeared stable. <br /> <br />The outlet of the underdrain (a PVC pipe that drains into Reach 10) was not discharging. <br /> <br />The following observations were made regarding King II ditches: <br /> CWD-2 (East Clearwater Ditch) was inspected near the pond and below the pond down to Hay Gulch <br />Ditch. In all locations this ditch appears stable and meets the PAP specifications for size (King II Ditch <br />Capacities table). <br /> CWD-1B and CWD-1C (West Clearwater Ditch) appeared stable and large enough per the King II Ditch <br />Capacities table. <br />The King II pond contained very little water and was not discharging. Sediment was approximately six feet below <br />the outlet. No issues were found with the embankment or spillways. <br /> <br />At King II, the silt fence along the road and below the pond was inspected. No problems were seen except for a <br />small hole in the silt fence. Mike McFarland performed a temporary repair during the inspection, but a more <br />permanent repair should be made. <br /> <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br />Per a comparison of a recent MSHA map and the mine plan, GCC is mining in areas in which they are approved to <br />mine. <br />
