With this information, a determination of likelihood for <br />onsite presence was made based on known habitats, substrates, and elevations within the project site <br />and surrounding vicinity. <br />6.1.1 Plants <br />Only federally -listed plant species occurring in the State of Colorado were considered in the <br />evaluation. State rankings for plants are designated by Colorado State University's Natural Heritage <br />Program. The larger purpose for the state -ranking system appears to be managerial in nature, rather <br />than regulatory, and can serve to help agencies such as the Bureau of Land Management in resource <br />management planning.
