Reports of the inspection findings will be prepared and submitted to the CDRMS at least quarterly, <br />including certifications and photographs of the underdrain system during and after construction, but <br />before underdrains are covered with coal refuse materials. <br />4.8.2 Routine Quarterly RPEE Waste Rock Pile Inspections <br />The RPEE waste rock pile will be inspected quarterly by a qualified registered engineer, or other <br />qualified professional specialist under the direction of the professional engineer. Inspections will be <br />conducted quarterly. Inspections will continue until the RPEE waste rock pile has been graded, <br />vegetative soil cover has been distributed, and the area revegetated in accordance with the <br />reclamation plan (Section 8). <br />Inspections will include observation of slopes for indications of movement, and such observations <br />and tests as may be necessary to evaluate the potential hazard to human life and property. Inspections <br />will include review of newly prepared waste rock pile development areas to ensure that all organic <br />material and topsoil have been removed and that proper construction and maintenance are occurring <br />in accordance with the intent of the design presented in this document. A description of visual <br />observations of the colluvium condition that has been exposed since the previous inspection report <br />will be documented in each subsequent report. Each report will include a statement regarding <br />whether the condition of the colluvium was consistent with the assumptions used in the stability <br />analysis included in this Exhibit.
