Haul road ditches are used to divert clear water away from the waste rock pile in areas west of the <br />waste rock pile footprint. Water drains in the road ditches and discharges in a controlled manner to <br />natural ground adjacent to the westerly road switchbacks, then over natural ground to Sylvester <br />Gulch. Drainage flows will typically be small in these areas due to the limited size of drainage areas <br />above and between the roads, so impacts to the road condition and traffic flow will be minimal under <br />most conditions. Should a large storm result in erosion and/or large accumulations of sediment at the <br />switchback discharge points, any erosion damage will be repaired and sediment control structures <br />cleaned and maintained. <br />Haul road driving surface width was based on MCC's truck fleet that is used for refuse haulage. <br />Assuming that haul roads will be primarily one-way roads with turnouts for passing, a minimum haul <br />road width of 17 feet was established for the project. Haul roads have been and will be constructed <br />with a greater width whenever possible to provide passing bays and more flexibility in usage, <br />including the traffic lane and provisions for drainage. <br />4.8 Construction Inspection <br />The waste rock pile will be inspected during construction and during placement of coal refuse <br />materials. <br />4.8.1 Buttress and Underdrain Construction Inspection <br />The RPEE waste rock pile construction will be inspected at least quarterly by a registered engineer or <br />other qualified professional specialist experienced in construction of earth and rockfill embankments <br />under the direction of a qualified professional engineer.
