Frank Ferris of Elk Ridge Mining and Reclamation (ERMR) was present for the <br />entire inspection. The weather conditions were clear and cool. The temperature was approximately 65F and the <br />ground was dry. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> The records were checked after the ground inspection. All required records were on file and available for <br />review at the mine office. No problems were noted with the records review. Please see the availability of records <br />at the end of this report. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Culverts C-103, C-113, C-118, C-119, C-120, C-121, C-122, C-123, C-124, C-130, C-137, C-140, C-141, <br />C-162, C-175, C-176, C-177 were free and clear of obstructions. <br /> <br />Pond 7 contained water and was discharging. The discharge water was not flowing over the weir (photo 1). The <br />water was shortcutting under and around the concrete structure of the weir. This needs to be repaired so the water <br />flows over the weir for correct flow measurements. Mr. Ferris called a contractor when the problem was noticed <br />and was creating a repair plan. The repair did not start during the inspection but was in process of being <br />scheduled. The emergency spillway was free and clear of obstructions. <br /> <br />Pond 9 did not contain water. Some rocks in ditch C23 were washed in front of the C118 culverts and piled up <br />blocking the ditch (photo 2). These need to be repaired. <br /> <br />Pond 12 contained water but was not discharging. The embankment appeared to be stable. The inlet structures
