Oblique aerial photographs were taken on October 20, 2016 and reviewed in the Denver office by <br />Jason Musick of the Division on October 24, 2016. The sky was clear and site conditions observed in the <br />photographs appeared dry at the time of the inspection. Soil material was being placed at Gob Pile #2 at the time <br />of the inspection. <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage – Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> <br />Ponds D, F, J, K, B, and C were observed in the photographs. Ponds J, D, C, B, and F were holding water. No <br />run-off was observed in established ditches or from the refuse piles in the photographs. No problems were noted. <br /> <br />All established ditches observed in the photographs were stable with no evidence of instability or damage. <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 Drainage Control; Surface <br />Stabilization; Placement: <br /> <br />Gob Pile #1 <br />Gob Pile #1 is inactive with cover material placed. Technical Revision No. 97 was approved to provide a variance <br />from the requirement of Rule 4.10.4(4) for 0.2 acres of Gob Pile #1 where the slope was identified as being greater <br />than 2:1. No problems were noted based on the photographs of Gob Pile #1. <br /> <br />Gob Pile #2 <br />No new waste material was being placed at the time of the inspection. Cover material continues to be placed in <br />the area of Bench 4 near Gob #1 and #4. Cover material is placed on out-slopes of benches 1, 2, and 3. Based on <br />the photographs, there were no signs of erosion or instability of the pile or problems noted, with the exception of <br />the following: <br />
