October 12, 2016 C-1982-056/Foidel Creek Mine JLE <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 2 <br /> <br /> Page 5 of 14 <br /> <br />OTHER (SPECI FY): <br />The following maintenance items have been cited in previous Division inspection reports. The following is a list <br />of these items and an update on their current status. <br />Main Facilities Area <br /> Please cut back the cattails and vegetation surrounding the primary spillway at Pond T. <br />o This item remains outstanding <br /> Please re-seed the sparse areas of vegetation on the Pond C embankment. <br />o Brian Watterson indicated that they would wait until the fall to conduct seeding at this site. <br /> Please make the necessary repairs and adjustments to the flume and weir at ponds F and G. <br />o The weir at Pond G has been repaired. Maintenance is still required at Pond F. <br /> Please cleanout the ditch south of the rail line east of the train loadout and clean out the sediment traps <br />and rock check dams as depicted on Exhibit 49DD -F1 in the permit. <br />o This item remains outstanding. <br />10RT Pipeline <br /> TC will need to place disturbance boundary markers along the pipeline corridor in accordance with Rule <br />4.02.3. <br />o Some markers are in place, however the number and frequency are inadequate and more are <br />needed. <br />10RT Borehole: <br /> The culvert under the access road from the 6MN reservoir road to the 10RT pad is partially full of <br />sediment and partially crushed. This culvert will need to be repaired or replaced. <br />o This item is outstanding. <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surf ace Stabilization; Placement: <br />The original coal refuse and disposal area was observed. Overall, the out-slopes of the original refuse area was <br />stable and only minor rills were observed on the east side of the pile. TC was actively placing waste material <br />within the expansion area of the refuse pile above the second bench. It appears TC has placed enough refuse <br />material within the expansion area to begin reclamation of the face of the second bench. TC has begun to place <br />clay coverfill material on the eastern side of the face of the second bench. The small portion of the pile that has <br />been covered with coverfill material was observed and about 2.5 feet of coverfill material has been placed. <br />Topsoil has been staged in a pile above where coverfill material has been placed on the second bench face. The <br />top and face of the first bench was stable and vegetated and the surrounding drainages were functional. Water was <br />discharging at the toe of the underdrain and the adjacent seep. A contractor has partially installed the new upper <br />diversion ditch east of the CRDA expansion area. TC had a contractor on site stripping topsoil on the eastern s ide <br />of the CRDA expansion area between the currently placed refuse and the new eastern diversion ditch. <br />
