It may be advantageous for New Elk mine to submit draft maps for review. Once completing all <br />review, and implementing any map changes pointed out in review process, only then obtaining <br />engineer’s certification. <br /> <br />a) Slurry line is shown in orange, blending in with other similarly colored line work; (buried <br />power line, storm sewer and buried telephone). Please increase the width of this line and <br />choose a color that sets it apart from other line work. <br />b) Show the direction of flow on the slurry lines with arrows. <br />c) Indicate the locations of the mine portals on the map and label these portals. <br />d) Increase the font size on labels and make sure they appear as the top layer and are not <br />obscured by something on top of them, offsetting text from features so items don't <br />overlap. <br />e) As much as possible make all labels read horizontally from left to right. <br />f) Lighten the contour lines and either bold or increase the contour labels, making sure they <br />appear above or offset from the contour line making values legible. <br /> <br />2. Section 2.05 page 29 revised page submitted 8 August 2016 indicates the basics of the piping system and <br />where water would be pumped. The pipeline from pond 8 will run across the highway and the Purgatoire <br />River along the refuse conveyor. Spill prevention protection is mentioned in this paragraph. <br />h) Please further describe the spill protection in place or make reference to the permit section <br />describing in detail that protection system and how it would prevent coal contaminated water <br />from entering the Purgatoire and the associated stream buffer zone. <br />i) Please discuss the design of the spill protection in place with respect to handling the water <br />volumes associated with pumping. <br /> <br />3. Please demonstrate that this proposal abides by all conditions in the 30 April 2015 NPDES permit. <br /> <br />4. Does pond 6 receive any domestic wastewater or sewage effluent at this time? <br />j. Is pond 6 water currently being hauled off site? <br /> <br />5. Rule 4.05.16 addresses discharging water into an underground mine. Do you foresee that once this <br />water is pumped into the Allen Mine that it may be pumped into a surface water body? <br />k) Please discuss any water rights issues that may be associated with the pumping of ponds 6, 7, and <br />8. <br /> <br /> <br /> <br /> <br />
