The <br />response is adequate. <br />The following comments are based on the Division’s review of Adequacy Review Response to <br />DRMS Comments on Amendment 11 and Amended Amendment 11 Dated July 21, 2016 and <br />received by the Division on October 3, 2016. The original alphabetic identifiers of these <br />comments have been retained for the purpose of tracking. <br />Supplemental AM-11/11.1 Adequacy Responses Received October 3, 2016 <br />A. Vol. I, Exhibit U, Project Description. Reclamation of the Chicago Tunnel/Proper Adit <br />areas. The response is not adequate. The response references a short paragraph on p. 12- <br />12 at the end of Section 12.4.2 that describes reclamation in a general sense stating <br />reclamation will be completed in a manner similar to other portions of the Cresson Project <br />and that “surface features” will be dismantled. There are a variety of surface features in the <br />Chicago Tunnel/Proper Adit area. These include potentially historic buildings (at both the <br />tunnel and adit sites), more recent structures (such as shops and storage structures), and the <br />proposed temporary rock storage pad (reference drawing in Attachment 5 of the September <br />2016 response to adequacies). Which, if any of these structures are to remain? If the <br />potentially historic structures are to be dismantled, has this been discussed with the State <br />Historical Preservation Office? There are multiple roads in the area. Are they all to be <br />reclaimed? How does Teller County’s CCMOD and Historic Buffer affect the reclamation <br />plans? Please describe specific reclamation plans for the area and how, if appropriate, it <br />differs from the current approved Chicago Tunnel/Proper Adit reclamation plan. The <br />reclamation plans should include specifics for the closures of the Chicago Tunnel and the <br />Proper Adit in addition to other disturbances such as ponds and roads. Pursuant to Rule <br />6.4.6, the expected physical appearance of the affected land and portrayal of the proposed <br />final land use for each portion of the affected lands shall be shown on the Reclamation Plan <br />Map (Exhibit F). <br />B.
