EXHIBIT C <br />PRE -MINING PLAN & MINING PLAN MAPS OF AFFECTED LANDS <br />Greg Westhoff is the owner of the Iand that will be mined. He is in the process <br />of selling the land to Morgan Sand & Gravel for tax purposes. This land has been in the <br />Westhuff family for over 80 years. The land is range land so it has been pastured for most <br />of the time. The area that will be mined is all sloping to the south with some big valleys. <br />That carry the rain run off from the property. Morgan Sand & Gravel will place 4'x 4' <br />straw bales in the valleys around 50 foot apart to slow Lhe run off down some. This has <br />worked before in the area we have permitted . <br />The top soil will be striped off with a scraper and stocked piled and seeded with a grass <br />mixture to keep it from blowing away and to control the run off of rain fall. The top soil <br />depth ranges from 2" to 8" some places it is up to 2' in the old wash outs that has been <br />carried there over the past years. After the top soil has been removed the over burden that <br />ranges in depth from Yup to 15' will be stocked piled in a different area using scrapers to <br />remove it_ The over burden will be planted with the same grass mixture to keep it from <br />washing and blowing away. Also keeping the slop 3 - 1 . <br />There is already a haul road established from the pit to the nearest county road witch <br />would be Morgan County road 16 and X . So a permit or right of way is already in place <br />and has been for the last 30 plus years. <br />
