PERMIT#: M-1987-049 <br /> INSPECTOR'S INITIALS:ECS <br /> INSPECTION DATE: October 4,2016 <br /> OBSERVATIONS <br /> This was an inspection of the Bromley Lakes Permit (M1987-049), a 288 acre 112c sand and gravel operation <br /> operated by Ready Mixed Concrete Company (RMCC). This inspection was trigged by a citizen complaint of <br /> standing water on a property adjacent to the mine site. <br /> On September 29, 2016 DRMS received a written complaint dated September 21, 2016 from the owners of <br /> 14301 Brighton Road, in Brighton CO (Spier property). This letter described standing water adjacent to the <br /> mine site on the lower(western) part of the Spier property that had flooded a chicken coop, cow barn and <br /> some pasture. Several photos were included to document the flooding conditions. This letter was forwarded <br /> by DRMS to RMCC on September 29, 2016. The inspection on October 4, 2016 was conducted by Eric Scott <br /> and Wally Erickson of DRMS. DRMS met RMCC representative Joe Lamanna, and RMCC consultant Timothy <br /> Crawford of Bishop-Brogden and Associates on the Spier property at 2:00. <br /> Prior to the inspection RMCC had excavated several shallow ditches to allow the ponded surface water to flow <br /> to a ditch on the mine site rather than backing up onto the Spier property (photo 6). DRMS noted that the <br /> surface of the Spier property had since dried and there was no longer standing water in and around the out- <br /> buildings, however there was still evidence of the recent standing water issues (photos 1-4). <br /> It was observed that there was still standing water on the mine property adjacent to the NW corner of the <br /> Spier property(photo 5), and in fact water could be seen flowing to the surface in this area at approximately <br /> five gallons per minute. It was the consensus of everyone present that the fine-grained overburden material <br /> used to backfill the excavated area for reclamation had restricted the natural flow of groundwater toward the <br /> South Platte River. This restriction has resulted in groundwater mounding and the eventual surfacing and <br /> ponding of groundwater in this area. <br /> RMCC has hired Bishop-Brogden and Associates to design and engineer a permanent solution to the <br /> groundwater mounding issue in this area, and they were on-site during this inspection to gather information. <br /> This permanent solution will likely be some form of French drain, although other options may be evaluated. <br /> The intent is to provide a preferential pathway to restore groundwater flow in the area and convey the water <br /> to the downgradient ditch on site where it will then flow to the South Platte River. DRMS left the Spier <br /> property at 3:00. <br /> DRMS will require RMCC to submit the plans for the groundwater mitigation design to DRMS for review as a <br /> technical revision within 45 days of the date of this inspection (Friday November 18, 2016). DRMS will <br /> expedite review of this TR, and will also require that RMCC will begin construction of the approved mitigation <br /> measures within 7 days of TR approval unless sufficient cause for additional time can be demonstrated.
