October 4, 2016 C-1980-007/West Elk Mine LDS <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 3 <br />Number of Complete Inspections this Fiscal Year: 1 <br /> <br /> Page 3 of 9 <br /> <br /> RN-07 was found complete on February 1, 2016. The initial adequacy review was sent to MCC on May 3. <br />A response was received by the Division on May 24. The proposed decision due date has been extended to <br />November 4. <br /> TR-139 was found complete by the Division on August 25, 2016. The proposed decision is due by <br />October 24, 2016. <br /> MR-418 was approved and issued on September 22, 2016. <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br /> No new waste was being generated. The surface of the RPEE was compacted and graded to ensure <br />positive drainage. <br /> <br />REVEGETATION – Rule 4.15 <br />Vegetative Cover; Timing: <br /> The repairs to the revegetated slope of the RPEE and to the slope below the RPEE road had been <br />completed and re-seeded. The repairs to the slope beneath the MSB were being re-seeded on the day of the <br />inspection. <br />Two of the pads in the SL-09 application, 15-01/15-01a and 16-01, were inspected. Patches of thistle had <br />been identified in the original bond release inspection.
