Jessica Wilczek of Mountain Coal Company (MCC) accompanied the inspection. The weather was <br />clear and dry. The mine was active. <br />A statement released on October 5, 2016, announced that Arch Coal, the parent company of MCC, had <br />emerged from Chapter 11 bankruptcy. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The drainage system at the point where the haul road accesses the RPEE was under construction. A large <br />section of PVC culvert had been removed and a deep trench left behind. The area was taped off and run-off from <br />the fresh disturbance had been protected with straw bales. <br />The clean water culvert, located near to the recently repaired slope below the RPEE road, needed to be <br />cleaned at the inlet. <br /> <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br /> The longwall was in panel E6, between cross-cuts 37 and 36 on the head gate. The development miners <br />were in the E7 head gate, at around cross-cut 47. <br />The wash plant was idle and expected to remain so for the month of October. <br />The following permitting actions are in progress: <br /> Bond release applications SL-09 and SL-10 are complete. MCC have completed all actions necessary for <br />the approval of both bond release applications.
