Exhibit C —Mining Plan <br />Summary <br />The affected mine will be an open pit mine. Clay based soil will be removed using front end loaders. <br />There will be no water diversions or impoundments built at the location. The mining operation is to <br />remain in existence for the life of the agricultural operation which will be using the soil that is excavated. <br />The estimate timeframe for the mine's existence is infinite. The majority of the mined soils will be <br />excavated during the summer months, with minor excavations taking place year round as the material <br />becomes needed. The material shall be excavated to an estimated depth of -25'. On occasion, if <br />encountered, rock based soil will also be excavated and used as material for driving surfaces. No <br />explosives will ever be used at the site. <br />A. The mining operation will commence immediately and there is no established end date. A <br />projected life of 20 years has been put in place. <br />B. Soil will not be salvaged. Applied topsoil during the reclamation phase will be provided from <br />nearby farming sites and any soil too sandy for plant growth will be amended with composted <br />manure manufactured by the operator. <br />C. No overburden will be removed and stockpiled. All excavated material will be used by the <br />operator. <br />D. -25' <br />E. An existing access road will be used and the product will be hauled 4 miles on county roads to <br />the operator's feedlot. <br />F. An open pit excavation will take place to a depth of -25' with a dirt ramp dug into the side as an <br />entrance. <br />G. An established farm road on the acreage will be used to access the site. The road width is —15' <br />and it will not be maintained or improved. <br />H. No water used <br />I. No ground water will be encountered. Any storm water or runoff will be collected in the open <br />pit mine. It will not be managed, but allowed to soak into the earth. <br />J. N/A <br />K. N/A <br />L. N/A <br />M. No processing will take place <br />N. Rago loam and clay loam type soils which will be used to build up land for cattle pens and to fill <br />holes at the operator's feedlot. <br />0. Sand and gravel excavated will be minimal and will be used by the operator as well. <br />P. No explosives will be used. <br />
