The embankments of all of the cells were in good repair. There were no <br />indications of erosion. The primary spillway of the Last Chance pond is a riprap lined channel. The spillway was <br />free of debris and able to function as designed. <br /> <br />The SDH-3 D-Seam Dewatering System was not actively pumping water into the ponds at the time of the <br />inspection. The piping for the pump is scheduled to be replaced before pumping will resume. Only the Lower cell <br />of the system is currently being used to treat the water before it is discharged into a tributary of Red Wash (Photo <br />4). The Lower cell was impounding a small amount of water. The Middle and Upper cells had small pools of <br />water in them but were not near the level needed to discharge water to the Lower cell. Vegetation on the <br />embankments of the ponds has begun to grow, increasing the stability. There were no indications of erosion. New <br />cattails had been planted in the dewatering system. They will be used to help lower the suspended solids from the <br />water passing through SDH-3. <br /> <br />The Raw Water Lagoon was holding water at the time of the inspection. The embankments are well vegetated and <br />stable. There were no indications of erosion. <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br /> There are two active refuse piles at the Deserado Mine, RP-2/3/4 and RP-5a. The piles were compacted <br />and stable. Refuse was being placed on top of RP-5a during the inspection. Some material on RP-2/3/4 was being <br />actively spread out. For more information on the refuse piles, see the Hydrologic Balance section of this report. <br /> <br />ROADS – Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br /> The Haul Road was in good condition at the time of the inspection. There were no areas with ruts or low <br />spots with ponded water. The ditches along the Haul Road were in good repair and functioning as designed. <br />Access roads at the mine are in good condition. There are a few locations with a small amount of ponded water on <br />them. The water was from the recent precipitation events. There were no locations with large ruts, the ruts <br />spotted were not significant enough to affect the ability for vehicles and equipment to pass through. <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br /> Refuse Pile RP-1 was inspected for reclamation success. RP-1 is the only reclaimed refuse pile at the <br />mine. The reclaimed pile was stable and well vegetated (Photo 5). There are rock shelter habitats on the top of the <br />pile. The shelters are used by both terrestrial species of wildlife and avian. There were no indications of erosion <br />on the pile. The perimeter ditches were in good condition and functioning as designed. Weeds on the pile <br />occurred in small quantities. <br /> <br />SUPPORT FACILITIES - Rule 4.04: <br /> Several SAEs were visited during the inspection. the sites include:
