M-2016-010, 112 <br /> CONSTRUCTION MATERIALS RECLAMATION PERMIT <br /> APPLICATION, THIRD ADEQUACY REVIEW - EXHIBIT G, <br /> WATER RESOURCES <br /> DRMS COMMENTS — TIM CAZIER <br /> A) Comment: Figure G-8. As this is a Phase III plan and the Division is estimating the bond <br /> through Phase 111, the removal and/or complete sealing of culvert CWC-1 (-700 ft. of 96-in <br /> dia. CMP)must be addressed. This will have implications to Exhibit L as well. Given that haul <br /> traffic is planned to cross the culvert and the fill/cover is to be crusher fines, structure design <br /> must also be addressed. Please: <br /> a. Describe how this culvert will be removed and/or completely sealed for closure; and <br /> b. Provide costs for this effort in Exhibit L. <br /> c. Commit in writing to provide the Division with a structure design for CWC- 1 to address <br /> cover, loads and fill strength prior to installing the 96-inch dia. CWC-1 culvert. <br /> Response: Transit Mix has revised Exhibits G and L to clarify that culvert CWC-1 will be <br /> completely removed. Costs for excavating the fill and establishing an open channel are <br /> included in Exhibit L. Transit Mix commits to providing the structure design for CWC-1 <br /> prior to installing the culvert. The backfill for this culvert will be fines material, and Transit <br /> Mix will obtain the strength parameters necessary for these calculations once the fines <br /> material is generated. <br /> B) Comment: Figure G-9. The final disposition of culvert CWC-1 must be addressed. This <br /> includes a commitment to remove and/or completely seal culvert CWC-1 (-1,100 ft. of 96-in <br /> dia. CMP). This may be addressed in the response to Comment A, but it needs to be noted that <br /> the culvert is approximately 400 feet longer on Figure G-9, than that shown in Figure G-8. <br /> Response: Transit Mix has revised Exhibit G to clarify that culvert CWC-1 will be completely <br /> removed. <br /> C) Comment: Figure G-12. Culverts LTC-CC-2, -3, and -4 are shown to be removed, but the <br /> access road contours have not been modified to indicate the fill in these drainages will be <br /> removed to the original contours to facilitate positive drainage. It is the Division's <br /> understanding that the road is to be removed/reclaimed at closure. As such drainages need to <br /> be restored to equivalent pre-mine condition. Also, as the Division will defer to Exhibit F for <br /> final grading. These drainage re-contouring efforts need to be shown on Exhibit F as well. <br /> Finally, it does not appear that this earthwork was included in Exhibit L. Please: <br /> a.
