Brock Bowles -2- September 27, 2016 <br />Vegetation — Rule 2.04.10 <br />The Roadside Vegetation Map, Exhibit 49, identifies this area as "AAG" - Abandoned Agricultural Area. <br />It is apparent, that in years past, there was an attempt to use this land for agricultural purposes. The <br />current vegetation, primarily downy brome (cheat grass) and other invasive annual weeds, shows no <br />indication that the agricultural endeavor was in any way successful. <br />SCC agreed to not request return of any bond monies associated with (SL -08) until the Permit's bond <br />amount is adjusted during the Division's review of this technical revision. The Division is holding <br />$663,429 in excess bond. SCC's cost estimate for the hydrologic communication repair plan and the <br />reclamation plan is $45,350. Therefore the Division should release $618,079 ($663,429 - $45,350) with <br />the approval of this technical revision. <br />Enclosed are the new and revised permit documents as follows: <br />Volume 1, Tab 1 Revised Table of Contents, pages vi, viii & ix <br />Volume 1, Tab 3 Revised Table 3-7 <br />Volume 51 Tab 14 Revised Tab 14 Table of Contents; <br />New Hydrologic Repair & Reclamation Plan, permit pages 14-33 through 14-36; <br />New Appendices 14-14 and 14-15; and New Figure 14-17 <br />Also enclosed are the proposed public notice and the cost estimate for the repair and reclamation plan. <br />Sincerely, <br />J.
