If a <br />Possible Violation is indicated, you will be notified under separate cover as to when the Mined Land <br />Reclamation Board will consider possible enforcement action. <br /> <br />INSPECTION TOPIC: Availability Of Records <br />PROBLEM/POSSIBLE VIOLATION: Problem: The Division does not have copies of the well permits for monitoring <br />wells MW-27-290 through 294. <br />CORRECTIVE ACTIONS: Submit well permits for monitoring wells MW-27-290 through 294 by the corrective <br />action due date. <br />CORRECTIVE ACTION DUE DATE: 9/19/16 <br /> <br /> <br /> <br /> <br />OBSERVATIONS <br /> <br />This inspection was conducted as part of the Division’s regular monitoring program. The Prospector, <br />represented by Patrick Siglin, was present for the inspection. Also present representing the BLM were Ms. <br />Stephanie Carter and Mr. William Jenkins. <br />The Hansen Project site is accessed from Fremont Co Rd 21 and is located approximately 10 miles off Hwy 9 <br />from the intersection with Fremont County Road 2. This is uranium prospecting operation. It was not operating <br />at the time of the inspection. <br /> <br />Inspection: <br />Mr. Siglin explained that no boreholes have been installed since 2011 and that six of those 11 boreholes had <br />been converted to vibrating wire piezometer (VWP) monitoring wells. Specifically, HNDD0003, HNDD0005, <br />HNDD0006, HNDD0007, HNDD0009, and HNDD0011 have been sealed with bentonite and cement as part of the <br />conversion to VWP wells. The other five boreholes were sealed with bentonite and cement caps (HNDD0001, <br />HNDD0002, HNDD0004, HNDD0008, and HNDD0010). Drill pads for HNDD0001, HNDD0002, HNDD0003 (see <br />Photo 1), HNDD0004, HNDD0006 (see Photo 2), HNDD0009, HNDD0010, and HNDD0011 were inspected for <br />reclamation progress. Knapweed was observed on and near several drill pads. As this noxious weed was <br />observed in several locations unrelated to the prospecting disturbance, the presence of knapweed will not be <br />cites as a problem, but the Division strongly recommends Black Range treat the knapweed on/adjacent to the <br />drill pads in reclamation. <br />New monitoring well sites (MW-27-290 through 294) were also visited (see Photo 3). <br /> <br />Reclamation – Reclamation is proceeding well on all the drill pads visited. The Division recommends monitoring <br />all drill pads for noxious weeds and treating them in a timely manner. <br /> <br />Environmental – Other than the noxious weeds no problems were observed. <br /> <br />Records: <br /> Revisions: Three modification applications have been received: MD -01 was withdrawn in May 2012. <br />MD-02 to increase the disturbed area and the borehole size was approved in October 2012.
