Concrete Co.'s cost. The new well will produce water quantity at the historic level or greater <br /> and produce water quality at the historic level or greater. The results of the pre-blast survey, drill <br /> logs, or other existing document will be used to determine the historic water quantity and quality <br /> values. If it is determined that Transit Mix Concrete Co. is NOT at fault, resolution of the issues <br /> will continue at the neighbor's expense. Transit Mix Concrete will leave the temporary cistern <br /> and supply in place and available to the homeowner for 60 days or until the repairs/replacement <br /> have been completed. <br /> In the event of a suspected change in water quality, the same consulting firm that completed the <br /> pre-blast surveys will be contracted to complete a follow up survey and take water samples with <br /> a Transit Mix Concrete Co. Representative, DRMS, and the neighbor in attendance. The water <br /> sample will be sent the same lab that analyzed the water samples for pre-blast survey. The <br /> neighbor may choose to collect their own sample and have it analyzed by a certified laboratory <br /> of their choosing at their own cost. For the time period that it takes the water sample to be <br /> analyzed, Transit Mix Concrete Co., at their cost, will supply household water to the neighbor. If <br /> the water sample comes back at the same quality of sample taken during the pre-blast survey, no <br /> further action will be taken by Transit Mix Concrete Co. If the sample returns degraded water <br /> quality Transit Mix Concrete Co. will conduct a regimented weekly water sampling program, for <br /> an 8 week duration, at the subject well and continue to provide potable water to the neighbor <br /> during the course of the investigation. Copies of the results of this monitoring will be provided to <br /> the homeowner and DRMS on a weekly basis. The results of this monitoring and investigation <br /> will be used to determine any future action and/or closure of the claim. <br /> If DRMS determines that blasting at the Hitch Rack Ranch Quarry was the cause for the <br /> degraded water quality and the quality never returns to the same level of the pre-blast survey, <br /> Transit Mix Concrete Co. will, at their cost, drill a new well that produces a similar or greater <br /> quantity and quality of water as the original well. <br /> Throughout this process, Transit Mix Concrete Co. will review operating practices and complete <br /> an internal investigation to determine if any operating practices could be the source of the <br /> degraded water quality. If the internal investigation reveals practices or incidents that led to the <br /> neighbors change in water quality, new practices will be adopted to see that no further water <br /> quality issues will be encountered. <br /> Consultine Firm: <br /> No specific consulting firm has been determined to complete pre-blast surveys at this time. Only <br /> licensed, bonded, and qualified independent consulting companies will be utilized for completing <br /> the pre-blast surveys. An industry respected company specializing in pre-blast inspections, blast <br /> monitoring and vibration effects on structures will be selected to complete the pre-blast surveys <br /> of any structures. An industry respected company specializing in groundwater monitoring and <br /> well installation will be selected to complete the well inspection,testing, and water quality <br /> monitoring. The company performing the structure survey and the company inspecting the well <br /> may be the same company or different companies, but Transit Mix will schedule the survey so <br /> that both the structure survey and well inspection are completed at the same time. Sample pre- <br /> blast survey condition inspection form and water well survey form are included in this document <br /> in Appendix B. <br />
