Mitigation Plan: Structure Complaints—If after blasting actives have been completed, a neighbor discovers potential damage to their structures, i.e. foundation or wall cracking, broken windows, rock falls, etc.,the neighbor should notify Transit Mix Concrete Co. A complaint may also be filed with the Colorado DBMS. A Transit Mix representative will typically visit the structure to start the investigation within 24 hours. Based on the results of the initial investigation, Transit Mix will make arrangements for additional data collection. Transit Mix Concrete Co. will contact the consulting firm who completed the original pre-blast survey and contract with them to come back and do a follow up survey with a Transit Mix Concrete Co. representative,the structure owner, and a representative from DRMS. The inspection will again be recorded in the same fashion it was for the initial pre-blast survey. The new survey and the original survey will be compared to identify new versus pre-existing features. During the course of the investigation the DBMS, the neighbor, and Transit Mix will also review the blast monitoring results prepared by the independent contractor. Other data and reports may be reviewed as necessary to help determine the cause of the damage. If the damage is determined to have likely resulted from blasting, Transit Mix Concrete Co. will review the blasting log of the recent blasting activity and make modifications to future blasting to reduce ground vibration and air over pressure instances. Transit Mix Concrete Co., the neighbor and DRMS will monitor the damage over the course of 30 days (or longer if necessary) to determine if further damage occurs and to determine the proper course of repairs to the structure and the responsibility for any repairs. During this monitoring period, Transit Mix Concrete Co. will place a blast monitoring device on the property of the concerned neighbor to log vibration and air overpressure near the structure. Should the reported damage be substantial (i.e. hazardous conditions determined by the consulting firm), Transit Mix Concrete Co. will immediately work with the neighbor to find a suitable firm to complete repairs. This will be completed at Transit Mix Concrete Co.'s costs. At the completion of the investigation by DRMS, if the damage in question is determined to have NOT been caused by blast activities an agreement will be reached between Transit Mix Concrete Co. and the neighbors to repay costs outlaid for structure repairs. Groundwater Complaints—Transit Mix Concrete Co. views issues involving ground water as having very high importance. If during the course of the operation of the proposed quarry, a neighbor notices an issue with their well water, in terms of quality or quantity,the neighbor should notify Transit Mix Concrete Co. A complaint may also be filed with the Colorado DRMS. A Transit Mix representative will typically visit the structure to start the investigation within 24 hours. In the event that a well is determined to be damaged or"dry", Transit Mix Concrete Co., at their cost, will install a cistern and transport potable water from a source in Colorado Springs to the property. Transit Mix Concrete Co. will begin this process upon notification of the complaint and continue to transport water to the property for the duration of the DRMS investigation.
