No Impact Technical Revision(Appendix A-Section 8.B)of <br /> Cripple Creek and Victor Gold Mining(CCV)Permit No.M-1980-244-Mine Development Plan 3 <br /> (MDP)Amendment 10 for Squaw Gulch Valley Leach Facility(SGVLF)Phase I Haul Route.(TR- �� g <br /> 831 �-- <br /> Dear Ms. Burt: <br /> The Teller County Planning Department has completed its review of the Department of Reclamation, <br /> Mining and Safety(DRMS)required Technical Revision(TR-83)that outlines Newmont's plan to <br /> manage the haulage of crushed ore and agglomerated tailings to the SGVLF while minimizing any <br /> potential environmental impacts. <br /> I. Teller County understands that this requirement initiated from a June 16,2016 DRMS Inspection <br /> Report that concluded that vehicular traffic for the SGVLF was not occurring over the liner <br /> system leading to a potential for an off-liner incident. Additionally, it is understood that DRMS <br /> directed a plan to ensure the haul road is over the liner system for haulage of crushed ore and <br /> conglomerated tailings from the load out bin to the SGVLF. <br /> 2. Teller County understands that CC&V is presenting TR-72 as a DRMS precedent of approval of <br /> spent ore traveling over unlined roads for a total distance of 9,200 feet and that when coupled <br /> with a Spill Response Plan and a Decontamination Plan,CC&V is proposing that there will be <br /> minimal risk to the environment and Teller County. Under this TR(TR-831 CC&V is proposing <br /> to haul crushed ore and mil tails over approximately 6,600 of unlined haul road. <br /> 3. Teller County understands that each haul truck will move approximately 240 tons of dry crushed <br /> ore from the load-out Bin(LOB)to the SGVLF. In addition,each haul truck will move <br /> approximately 26 tons of mill tails with a moisture content of 16%and 0.22 free sodium cyanide. <br /> 4. Teller County also understands that CC&V proposes a Spill Response Plan and Decontamination <br /> Plan similar to that proposed and approved for TR-72 as outlined in paragraph 2 above. <br />
