Teller County understands that this requirement initiated from a June 16,2016 DBMS Inspection
Report that noted that CC&V planned to not immediately start Phase lI activities [other than
rough-grade earthwork and underground workings remediation). DRMS concluded that this
delay of the construction schedule and the Environmental Protection Facility must be submitted
to DBMS for review through the Technical Revision Process.
2. Teller County understands that CC&V proposes to modify the extent of the Phase I liner to the
inside edge of the main haul road access to Phase 1. Additionally, at current SGVLF material
stacking rates, phase 1 is planned to be complete by the third quarter in 2020. Prior to this,Teller
County understands that construction of the Phase li liner will begin second quarter of 2018 with
an expected completion date of third quarter 2020. Upon completion the Phase If and Phase I
liners will completely tie in and will allow all haul truck traffic to remain on liner inside the
SGVLF footprint.
3. In terms of storm water and storm water management,Teller County understands that storm
water controls are already in place with an existing Phase II diversion channel and that it has been
proposed that a series of check dams be constructed approximately 200' feet apart on the uphill
side of the main haul road access to the Phase I stacking area. It is also understood that Newmont
