MCC have completed all actions <br />necessary for SL-10 to be approved. Some autumn weed treatment remains outstanding for SL-09 <br /> RN-07 was found complete on February 1, 2016. The initial adequacy review was sent to MCC on <br />May 3. A response was received by the Division on May 24. The proposed decision due date has <br />been extended to September 30. <br /> TR-139 was found complete by the Division on August 25, 2016. An initial adequacy review is <br />due by September 24. <br /> MR-418 was found complete by the Division on September 12, 2016. A decision is due by <br />September 22. <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br /> Work was in progress to repair surface erosion on the reclaimed slope of the RPEE. A Bobcat was being <br />used to grade out a small bench on the slope. Exhibit 82 of the Permit Application Packet (PAP) gives details of <br />the design of the RPEE. The approved design does not specify precise dimensions for surface benches on the <br />reclaimed slope. MCC had concluded from experience that the benefit derived from diverting surface water at a <br />break in the slope was offset by the drawback caused by the saturation of the soil in the flatter area. The completed <br />repair will be documented in future inspections. <br />The active surface of the RPEE was graded so as to aid drainage. Some material cleaned from the ponds <br />remained to be spread and compacted on the pile. The temporary surface water drainage structure at the point <br />where the haul road meets the pile had been protected with fresh straw bales. <br /> <br />REVEGETATION – Rule 4.15 <br />Vegetative Cover; Timing: <br /> MCC had scheduled weed spraying on the pads identified in the SL-09 inspection with Pest Away on <br />September 10th. <br />Some patches of Canada Thistle were noted along the roads in the vicinity of the E6-8/9 pad. <br /> <br />SLIDES and DAMAGE - Rule 4.12: <br /> Work was in progress to repair the small slide beneath the RPEE road. MCC had consulted with Barr <br />Engineering before beginning the work and were using a backhoe to replace soil with larger rocks above the <br />covered section of the covered half-culvert. The completed repair will be the subject of a future inspection. <br />The repaired slide on the out-slope of the MSB had not yet been seeded. <br /> <br />SUPPORT FACILITIES - Rule 4.04: <br /> Two recently constructed MVB pads were inspected, E6-13 and -14, which are expected to be the last <br />pads on the E6 panel. Both of the pads still needed to be sign-posted and have the mud-pits filled. On E6-14 the <br />straw wattle treating run-off from the pad out-slope needed to be replaced.
