September 9, 2016 C-1982-057/Seneca II -W Mine JHB <br />ROADS — Rule 4.03 <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6): <br />Access road A and Access road J were in good condition without rutting or gullying. No grading of these <br />permanent roads was needed at this time. Drainage in the associated ditches and culverts were clear and <br />functioning as designed. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />Vegetation throughout the reclaimed mine area was drying out. The area has been dry and temperatures <br />are cooler at night. Higher elevations are beginning to see aspen and boxelders starting to change colors. <br />No planned livestock grazing was conducted this growing season on the reclaimed area. <br />SLIDES and DAMAGE - Rule 4.12: <br />The South of Pond 6 slump is dry. No obvious new movement was noted. Seneca Property, LLC <br />continues to inform the Division that they are evaluating the feature and have not received the engineering report <br />from a third parry yet. <br />SIGNS AND MARKERS — Rule 4.02: <br />Mine identification signs need to agree with the information found in the permit. One mine identification <br />sign along RCR 53, north of the Access road G turn off still retains the Seneca Coal Company name for the <br />operator. This information was revised February 11, 2016 with the approval of SO -2. Please update all mine ID <br />signs to reflect the currently approved permittee/operator, address, and assure that the correct contact phone <br />number is legible on the mine ID sign. The mine identification sign at the main access road and Routt County <br />Road No, 53 still retains the Seneca Coal Company as the operator.
