The mine is a reclaimed surface mine. As <br />such, no mine personnel are at the mine site. The inspector contacts the Foidel Creek Mine office, where Seneca <br />Property, LLC personnel offices are located, to let SP, LLC know that the inspector will be on site, and allow SP, <br />LLC personnel to accompany the inspector if they choose. SP, LLC choose not to accompany the inspector during <br />the inspection. <br />The weather was dry and windy. <br />FISH and WILDLIFE — Rule 4.18: <br />A herd of elk were flushed up on the east side of access road J. The animals were browsing in the oak <br />brush. Due to the heavy cover, it was indeterminate how many animals, but estimated to be in the teens, 15-18 <br />animals. <br />No trout were visible in the pond weeds in sediment pond 16 at the time of the inspection. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Impoundments 4.05.6, 4.05.9: <br />Pond 6 was discharging clear. No concerns with discharge from this pond. <br />Pond 16 was discharging clear effluent. No concerns with this pond at this time. <br />Stock Tank T5 was holding a pool of water.
