3.6.3.8 Rangeland Management Plan <br />• At the conclusion of the reclamation process, stockponds will be constructed in appropriate recon- <br />structed drainages. Stockponds are constructed as total excavation or "dugout' structures. They are <br />built either with no embankment or, if they contain a minimal embankment, they are built with a notched <br />spillway that originates at ground level. Stockponds maintenance consists of insuring that spillways are <br />functional; and that inlet, outlet and sideslope erosion is repaired as necessary. The location and <br />density of these watering facilities will be such that they are appropriate for proper utilization by live- <br />stock. Pond densities will not exceed an average of one pond per ten acres. In addition, the location of <br />stock watering ponds will depend upon adequate water yield from the watershed to provide a structure <br />or series of such structures. In general, after vegetation has become permanently established on <br />reclaimed lands, stockponds are expected to have long life spans since runoff and sediment loads are <br />minimal. For the most part, designs will conform to the State of Colorado Division of Water Resources <br />Office standards or to U.S. Soil Conservation Service Technical Guide 378-1 as shown in Appendix O. <br />By March 15 each year a map will be submitted to the Division showing actual locations of the ponds <br />constructed the previous year and the proposed locations for the upcoming year. Appendix W will be <br />updated to contain each years report and map. Stockpond certification and hydrologic modeling <br />information is located in Appendix Q, Section XXIX. Trapper reserves the option, prior to final bond <br />release, of either reclaiming stockponds or providing permanent impoundment suitability <br />demonstrations. Trapper provided permanent suitability demonstrations for stockponds as part of a <br />Phase I&II bond release application to the Division in September 1996. The stockponds included in the <br />• suitability demonstration are listed in Section 2.5 of the September 1996 bond release application. <br />Proper grazing use of the pre -mined lands will be monitored as specified in Section 2.3.4. Determina- <br />tion of yearly grazing intensity will be through consultations with local Bureau of Land Management and <br />Soil Conservation Service personnel. Trapper Mine will then insure proper use of lands under its <br />surface control through grazing lease agreements with area ranchers. <br />Grazing (livestock) use of post mined areas prior to bond release is allowed following the third growing <br />season. After bond release, Trapper may return surface control of the lands to either private ranchers <br />or to the appropriate Federal or State land management agency. Thereafter, Trapper Mine will not be <br />responsible for the use or disposition of the lands. (Refer to Section 3.6.3.6 for complete discussion on <br />proposed seed mix, seeding rates, and shrub transplants.) <br />3.6.3.9 Developmental Drill Sites <br />Upon completion of developmental drilling as discussed in Section 3.3, drill sites will be reclaimed. This <br />is accomplished by replacing the topsoil over the drill site.
