September 8, 2016 C-1982-056/Foidel Creek Mine JLE <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 1 <br /> <br /> Page 9 of 11 <br /> <br />o This culvert will need to repaired or replaced. <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surf ace Stabilization; Placement: <br />The refuse disposal area was observed. The original refuse pile was observed. This area was stable and large rills <br />and gullies were not observed. TC was hauling waste material to the refuse pile expansion area at the time of the <br />inspection. Waste is being placed on the second bench and the face of the second bench appears to be nearing the <br />final height. The face of the first bench was vegetated and appeared stable. Noxious weeds such as white -top, <br />Canada thistle and either scotch or bull thistle was observed on the reclaimed face of the first bench. Many of <br />these weeds have already bolted and went to seed. However, thistle rosettes were observed over a large portion of <br />the first bench of the refuse pile. The Division recommends treating the thistle rosettes this fall with an <br />appropriate herbicide. The east and west drainages appear stable and functional. Overall, the pile appears stable. <br />The pile was discharging at the toe of the underdrain and from the adjacent seep. <br /> <br />TC is actively stripping topsoil from within the Phase 1 and Phase 2 area of the CRDA expansion area north of the <br />original topsoil stockpile. The material appears to have been taken to the new topsoil stockpile approved with <br />MR290. <br /> <br />SLIDES and DAMAGE - Rule 4.12: <br /> <br />The slump area east of the train loadout was observed. Some sluffing of material was observe d into the ditch <br />adjacent to the rail line. Otherwise no large movement or failures were observed that were not noted during <br />previous Division inspections . Mr. Watterson indicated the engineering firm that TC contracted to evaluate the <br />slump is preparing a report and will make recommendation for the repairs to this area. <br /> <br />SUPPORT FACILITIES - Rule 4.04: <br />The 5 Main North Borehole pad area was observed. The drainages and erosion control features at the site appear <br />to be stable and functional. <br /> <br />The 9 East Utility Borehole was observed. TC has installed the cement pads at the site. The sediment control <br />features appears to be stable and functional. The topsoil stockpiles are marked and stable. The powerline has <br />been installed to the site. <br /> <br />TOPSOIL – Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />TC has increased the size of the berm that separates the activities on the BOB pile from the adjacent Topsoil <br />Stockpile. TC has placed topsoil signs on the coal stockpile side of the berm to warn dozer operators to stay off <br />the pile. <br />
