PERMIT C-82-056 <br /> This report addresses the surface disturbances associated with the underground mining operations <br /> conducted by Twentymile Coal Company (TCC) and identifies and describes the status of newly <br /> disturbed and reclaimed areas resulting from activities occurring in 1996. TCC currently mines <br /> federal and private coal reserves in Routt County, Colorado. Coal extraction is accomplished by <br /> utilizing a retreating longwall system, therefore surface disturbances are limited to surface support <br /> facilities consisting of relatively small acreage's. The surface support facilities in the immediate <br /> vicinity of the mine portals are addressed as a contiguous area. Minor new disturbances within <br /> this area occurred during 1996 and are described in the following discussion. Outlying facility <br /> disturbances are addressed individually as are those disturbed acres associated with the newly <br /> constructed refuse pile. <br /> Currently, TCC is responsible for disturbances consisting of the locations listed on Table 1, and <br /> shown on the 1996 Twentymile Coal Company Annual Reclamation Maps. Several locations were <br /> newly disturbed during 1996. These locations are depicted on the enclosed Maps. When <br /> reclamation at the designated idle sites commences, TCC will follow the approved reclamation <br /> plan found in Permit C-82-056 using the approved seed mixtures. <br /> 1996 RECLAMATION <br /> The disturbed acreage shown for the surface facilities in the 1996 Annual Reclamation Report is <br /> 326.9 acres-a 0.4 acre increase relative to 1995. One area of new disturbance is accounted for in <br /> this acreage. Approximately 0.4 acres of disturbance associated with the installation of a waterline <br /> was seeded within the general TCC facilities area. This site is described as lying generally north <br /> of the warehouse and extends from the Location 6 Inspection Manhole north to the freshwater <br /> borehole adjacent to the railroad tracks at the approximate origin of Ditch F-2. The waterline was <br /> installed in the spring of 1996, however, a lack of vegetation establishment noted at the site <br /> prompted reseeding efforts during November, 1996. The approved pastureland seedmix was used <br /> at this site. <br /> The disturbed acreage shown for the coal refuse pile in the 1996 Annual Reclamation Report is <br /> 64.5 acres - a 0.8 acre increase relative to 1995. Approximately 0.8 acres of new disturbance <br /> associated with permanent ditch RDA-1 was stabilized following construction by seeding with the <br /> approved pastureland seed mix. The area of new disturbance corresponds to diversion ditch <br /> segment RDA-lc as depicted on Map 24. This segment of perimeter ditch on the west side of the <br /> refuse disposal area was inscribed along the contour across previously undisturbed ground. The <br /> remaining segments of ditch RDA-1 are situated within previously disturbed areas either <br /> immediately adjacent to and within the footprint of the waste pile or immediately adjacent and <br /> parallel to roads previously disturbed by the CYCC operations. The location of this ditch is now <br /> shown on the attached map. <br /> The remaining 5 acres of the easternmost trench/berm structure as referenced in the 1995 Annual <br /> Reclamation Report were hydroseeded and hydromulched in May 1996 with the approved <br />
