MINING PLAN <br /> Original Plan in standard case with additions (including clarification and explanation) <br /> underlined and deletions struck though: Numbering standardized. Minor spelling errors not <br /> called out. <br /> 1) Vegetation will be cut and used as firewood and fence posts. Referring to vegetation <br /> of suitable size for such use: other vegetation was gathered, burned or mulched. No <br /> further significant removal of vegetation from the permit area is anticipated after 2015. <br /> 2) Overburden will be stripped and used in reclamation after mining is complete. See <br /> Exhibit E for more detailed information. Original soil and overburden material originally <br /> removed (primarily Falfa clay loam surficial materials derived from loess) is stored or <br /> has been replaced by soil brought on to site to be used for reclamation. Overburden, <br /> including soil, has been six feet or less in thickness, during the period 1985 to 2016. <br /> 3) Mining will begin at present site (Point A on map), and proceed south and east. Mining <br /> was done in the northwest corner of the site and has proceeded to the south and east, <br /> as planned. A more detailed plan for continuing to mine to the limits of the permit <br /> (including areas not to be mined, near the permit boundaries) is now provided as <br /> Attachment 1 to this exhibit. Although mining originally involved the entire face of the <br /> deposit being mined (cobbly, glacial outwash and/or alluvium, NRCS Sedillo ravelly <br /> loam, and material underlaying the Falfa clay loam, plus areas identified as NRCS <br /> Rock outcrop), future mining will focus on mining from the original top of the deposit <br /> and mesa down, in lots (blocks). <br /> 4) A crusher and screen will be used, with a crawler tractor or loader feeding crusher. <br /> Front-end loaders (wheeled or tracked) will excavate material and move to crushing <br /> and screening train, located on the now-open working floor of the pit. Pit-run material <br /> may also be pushed down to the floor, or loaded directly into trucks for haul off-pit. <br /> 5) Reclamation will be done on side slopes with range grasses and native trees. Flattened <br /> area will be graveled and used as a commercial site. See Exhibits D & E for more <br /> detailed information. Pit floor will not be vegetated at end of mininq. Portions of the <br /> site (inside and outside the permit boundary) are presently being used for other, non- <br /> mining activities, including but not limited to storage of scrap metal and tires, <br /> construction materials (non-minerals), equipment not related to mining, and reclaimed <br /> materials to be processed and used for construction (such as concrete and asphalt <br /> rubble (assumed to be articles although constructed using construction minerals), <br /> excavated soil and overburden from other locations. This auxiliary use has been done <br /> since before the beginning of mining in 1985 (on the original surface and then on <br /> lower levels as mining progressed), and will continue after mining is completed, as <br /> post-reclamation use. <br /> 6) Existing road will be used. The access road existed in 1985 before mining began, and is <br /> a permanent feature, located outside the affected land (permit boundary) and <br /> extending into the permit boundary and the commercial site. Additional access roads <br /> at the same elevation as mining and on the original surface of the mesa for non- <br /> mining activities are also used to support mining and reclamation, and will remain in <br /> place after mining is completed. <br /> 7) The existing scale, scalehouse, and outbuildings immediately west of the affected <br /> area, on the existing road, will continue to be used to support both non-mining and <br /> mining activities, and will remain after reclamation.
