Czapla and Means: <br />Introduction <br />This letter presents the results of our evaluations of recent improvements to the Chief Portal at the Wildcat <br />Mine in Hesperus, Colorado. The portal site is located on Little Deadwood Gulch at the May Day Idaho Mine <br />Complex, on County Road 124, Hesperus, La Plata County, Colorado. We previously performed a geotechnical <br />investigation for the planned portal improvements, and presented the results in a report dated March 13, 2013. <br />As noted in our March 13th report, the objectives of the planned improvements were to: <br />1. Remove pre‐1985 fill from and re‐establish channel in Little Deadwood Gulch; <br />2. Re‐establish, and stabilize the portal as an escape manway and for mine ventilation; <br />3. Prevent undermining that section of Incas Road above the portal; and <br />4. Maintain all‐terrain vehicle access to portal. <br />In preparing this letter we, (1) reviewed a letter entitled, “May Day Idaho Mine Complex, Permit #M‐1981‐185, <br />TR‐5 As‐built Deficiencies”, prepared by the Colorado Division of Reclamation, Mining and Safety and dated July <br />18, 2016, (2) discussed the work with Wildcat Mining representative George Robinson, (3) performed a <br />reconnaissance of the portal site, (4) performed preliminary stability evaluations, and (5) developed conclusions <br />and recommendations based on these activities. From my discussions with Mr. Robinson, we understand that <br />the work commenced on or before May 15th and was completed on or about June 28, 2016. <br />Observations <br />On August 1, 2016, we performed a reconnaissance of the Chief Portal site. The portal has been extended <br />approximately 15 feet via a 66 inch diameter galvanized corrugated metal pipe and backfilled. Backfill was <br />retained at the pipe daylight by an approximate 10 foot high retaining wall constructed of concrete blocks four <br />blocks high measuring 30 inches high by 36 inches deep by 8 feet long. According to Kurt Waldo (of Waldo <br />Excavation, Durango, Colorado), the contractor for the work, the portal extension was backfilled with a silty
