August 17, 2016 C-1981-012/New Elk Mine RAR <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 0 <br /> <br /> Page 7 of 10 <br /> <br />14. Pond 8 requires dewatering, (photo 7). A small drip emanated from the blue discharge pipe shown in <br />photo 5, above. The discharge channel requires seeding and hydromulching before end of rainy season, <br />(photo 6, maintenance item #5). <br />15. Sump at development waste pile #2, (photo 8A) appeared to be functioning. Please assure that the sump <br />does not exceed the size of four loader buckets. <br />16. Ditches observed appeared in good repair with no erosion issues. <br />17. Culverts observed (C40, C13, C 39, C45, C81 and CA) appeared clear of debris and functioning properly, <br />with the exception of culvert 81 that needs to be cleaned out , maintenance item #3 and CA which is <br />problematic due to its design. <br />18. Best management practices for erosion control: sumps, wattles and silt fences observed appeared in good <br />repair and functioning properly. <br />19. The eastern sump at the RDA appears to have been recently cleaned. <br />20. The ditch between the active RDA and the reclaimed bench appeared to function adequately. Please <br />assure that the ditch continues to function properly as there are areas where it is nearly flat and may need <br />to be deepened should water not remain contained in the ditch. <br />21. Overland flow appeared to be adequately diverted with the exception of the gully forming near the belt <br />portal, maintenance item #4 and photo 8B, (below). <br /> <br /> <br /> <br /> Photo 8A: Sump at east end of development waste pile #2. <br /> <br />At the right , photo 8B illustrates a large gully forming at <br />the belt portal on the eastern edge of the unreclaimed RDA. <br /> <br /> <br />Photo 8B: Gully at RDA. <br /> <br /> <br />TOPSOIL - Rule 4.06 <br />Removal 4.06.2; Storage and Protection 4.06.3: <br />o Topsoil piles (soil storage area and topsoil pile #2) were adequatly marked as such. <br />o Subsoil stockpile across from the reclaimed development pile had been repaired and since the last <br />inspection hand seeded. The sprouted seed showed vigorous growth, photo 9. Monitor the formation <br />of rills on the eastern slope and mitigate as needed to prevent soil movement. <br /> <br />
