August 23, 2016 C-1996-083/Bowie No. 2 Mine JDM <br />at the time of the inspection. Both F and J ponds were dry up to the Friday prior to the inspection. Due to <br />weekend precipitation the cleaning has been idle in order to conduct pumping operations prior to cleaning <br />completion. <br />BRL personnel were in the process of clearing culverts at the time of the inspection. No issues with ditches or <br />culverts or maintenance efforts were noted. <br />OTHER (SPECIFY): <br />In addition to the coal partial inspection of C-1996-083, the Division conducted an inspection on the remaining <br />reclamation activities associated with NOI X-2005-217-10 permitted by BRL. The remaining reclamation liability <br />for the NOI involves the reclamation of the access road to site SS -9 and the establishment of vegetation on the SS - <br />5 pad. Please note the RECLAMATION SUCCESS and REVEGETATION sections of this inspection report for <br />additional information. <br />PROCESSING WASTE/COAL MINE WASTE PILES — Rule 4.10 and 4.11 Drainage Control; Surface <br />Stabilization; Placement: <br />Due to the idle condition of the site, gob placement will be minimal moving forward. <br />Groh Pile #1 <br />Gob Pile #1 has been inactive. Technical Revision No. 97 was approved and provides a variance from the <br />requirement of Rule 4.10.4(4) for 0.2 acres of Gob Pile #1 where the slope was identified as being greater than 2:1 <br />Gob Pile #2 <br />Gob Pile #2 was wet and compacted in areas with no active grading operations. Outslopes of bench #3 have been <br />graded to the start of bench #4. The slopes are stable with no signs of instability. Soil lay -down is ongoing up to <br />gob #4 at the time of the inspection. Material from the Pond C and F cleanings were placed on the Gob #2 pile. <br />Gob Pile #3 <br />No material was being placed on Gob #3 at the time of the inspection. Material from the cleaning of Pond J was <br />placed in the pile, with additional material from the completion of the Pond J cleaning is anticipated to be placed <br />on the pile. No issues were noted at the time of the inspection. <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and Maintenance <br />4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />All roads in and around the facilities area and off-site locations were wet and stable with no problems noted. As <br />noted in the Hydrologic Balance section of this report, roadside ditches and culverts were in the process of being <br />cleaned at the time of the inspection. <br />X-2005-217-10 <br />The access road to SS -9 has been reclaimed and is stable with no evidence of instability or erosion potential.
