d2 CAD Consulting,LLC
CCWRE
EXHIBIT E
RECLAMATION PLAN
There are a total of 92.9 acres within the Permit Boundary. There are two separate owners of the 92.9
acres of permitted area: Loveland Ready Mix Concrete Inc. (LRM)owns 48.0 acres, and Croissant Family
Farm(CFF)owns 44.9 acres.
The original application intended to return the post-mining use of the property to natural pasture, with
wild life habitat areas and the potential for commercial development in the west end of the site.
As shown in Exhibits F-1 and F-1.1,the amended reclamation plan returns the 44.9 acres owned by CFF
to natural pasture with a ground water fed wildlife pond;this post-mining use has not changed from the
original approved plan. The exposed water surface following cessation of mining in Cell 4 will be
approximately 31.79 acres. With the exception of the exposed water surface, all of this area will be
reseeded with native grasses suitable for grazing cattle or other livestock. The sides of the pond will be
reclaimed at a 3:1 slope and topsoil will be utilized for surface reclamation as a plant-growth medium.
The anticipated final grading is shown on the amended Exhibit F-1. At this time, approximately 75
percent of Cell 4,located on CFF property, has been opened up or mined out. Approximately 25%of the
slopes have been backfilled, topsoiled and seeded. There is adequate overburden and topsoil stockpiled
adjacent to Cell 4 available to reclaim the sides of the remaining wildlife pond. The seed mix is shown in
Table E. A dirt surface road will remain around the perimeter of the pond to allow agricultural access
and access to an adjacent oil and gas well.
TABLE E - PASTURE SEED MIX
Seeding Rate 20
Kind %Mix PLS Lbs/A
Western Wheatgrass 20.00 4.00
Sideoats Grama 20.00 4.00
Blue Grama 20.00 4.00
Pubescent 20.00 4.00
Indian Ricegrass 10.00 2.00
Totals 1 90.00 18.00
The remaining 48.0 acres owned by LRM is currently being used for operation of the existing batch plant
and processing plant. Cells 1, 2, and 3 have all been mined out, and the Sinclair pipeline that runs
through the NE corner of the LRM property prevents any further mining. Cell 1 has been reclaimed and
is used as a source of water for the batch plant and the processing plant. The Cell 1 water surface area
is and will remain approximately 3.02 acres. Cell 2 has been partially filled in with processing fines and
returned concrete that has not been recycled. This process will continue during the continued operation
of the batch plant until the pond area reaches approximately 2 acres. At that time, the deposition of
processing fines and returned concrete that has not been recycled will continue, however the settled
material in the pond will be removed, and the approximate 2 acre pond size and capacity maintained
APPLICATION FOR AMENDMENTTO LOVELAND READY MIX CONCRETE,INC
REGULAR 112 PERMIT NO.M-2001-022 GREEN/CROISSANT SAND AND GRAVEL MINE
August,2016 9 OF 39
