d2 CAD Consulting,LLC <br /> CCWRE <br /> GREEN - CROISSANT MINE <br /> INTRODUCTION <br /> Loveland Ready Mix Concrete, Inc., dba Johnstown Ready Mix (LRM) owns and operates the Green- <br /> Croissant Sand and Gravel Mine authorized by Colorado Division of Reclamation and Mine Safety <br /> (DRMS) 112 Permit No. M-2001-022. The mine site also contains a Portland cement concrete batch <br /> plant and sand and gravel processing plant as allowed by Weld County as accessory uses to mining. In <br /> addition, sand and gravel are imported from the nearby Walters-Bokelman Pit in Larimer County, all as <br /> permitted by Weld County permit AmLISR-1329. <br /> The Agriculture -zoned property originally comprised about 148.2 acres of the northwest % and about <br /> 61.7 acres of the northeast % of Section 30, Township 5 North, Range 67 West of the 6th Prime <br /> Meridian. The acreage in the northeast %of section 30 is leased from the Croissant Family Trust (now <br /> Croissant Family Farms,LLC)(CFF). <br /> LRM has obtained a partial release of 116.1 acres, leaving a total of 92.9 acres remaining in the mining <br /> permit boundary. A majority of the acreage that has been released is owned by LRM and has continually <br /> been used as agricultural range land during the entire duration of the Permit. The northeast corner of <br /> the released area owned by LRM,and the released area owned by CFF has been successfully reclaimed. <br /> All of the exposed water surfaces associated with this Permit have been augmented as described in <br /> Water Court Case CW2009CW105. A copy of this decree is attached to Exhibit G. <br /> The sand and gravel resources from the Green-Croissant mine will be depleted in approximately five <br /> years, and those from the Walters-Bokelman mine in approximately 15 years, depending on market <br /> conditions. LRM will be submitting a Minor Amendment to Weld County land use permit AmUSR-1329 in <br /> conjunction with this application for amendment to allow continued operation of the sand and gravel <br /> processing plant and the concrete batch plant. With the Minor Amendment, the batch and processing <br /> plants would be allowed to continue to operate in perpetuity following depletion of the sand and gravel <br /> resource on the site. Aggregates will be supplied by continued sand and gravel importation from the <br /> permitted Walters-Bokelman Pit,and later from future as yet undefined sources east of the plant. <br /> The current DRMS 112 permit allows post-mining uses of wildlife habitat, recreation, and commercial <br /> development in the west end of the LRM parcel. DRMS conducted an annual inspection in December, <br /> 2015. Following the inspection, DRMS issued an Inspection Report which stated, among other things, <br /> that the change in post-mining land use from wildlife habitat, recreation, and potential commercial <br /> development to industrial/commercial would require a permit amendment in accordance with Rule <br /> 1.10. The post-mining uses to remain in the permit boundary will comprise ponds and wildlife habitat <br /> on the east side and the existing concrete batch plant, processing plant,storage and related activities on <br /> the west side. <br /> Exhibits C-3 and C-3.1 show the revised Mining Plan and Exhibits F-1 and F-1.1 show the revised <br /> Reclamation Plan that identifies the amended mining and post-mining uses for the 92.9 acres in the <br /> Permit boundary. <br /> APPLICATION FOR AMENDMENT TO LOVELAND READY MIX CONCRETE,INC <br /> REGULAR 112 PERMIT NO.M-2001-022 GREEN/CROISSANT SAND AND GRAVEL MINE <br /> August,2016 1 OF 39 <br />
