August 17, 2016 C-1981-035/King Coal Mine RDZ <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />At the King I Mine, the East Pond and the West Pond were inspected, and neither pond was discharging (and there <br />was no sign of any recent discharges). The East Pond was holding a small amount of water (six to eight feet below <br />the outlet); the West Pond was holding water to within two feet of low level outlet. No problems were seen with <br />embankments or other structures, with one exception: the primary spillway for the West Pond needs to be cleaned <br />at the downstream end. Sediment levels appeared to be well below cleanout levels, per elevation values in the <br />PAP. <br />At the King I Mine, the Clear Water Diversion Ditch (Reach 1) was inspected from the un -reclaimed portion of the <br />King I Refuse Pile to a point past the soil stockpile above (east of) the Refuse Pile. The ditch looked stable and <br />larger than the specification all along this reach. <br />The Contaminated Water Intercept Ditch next to the Refuse Pile (Reach 10) appeared stable, but the size was less <br />than the specification requirement. In fact, the ditch was nearly non-existent at one location. <br />In general, King I surface water control structures require maintenance, including a drop structure near the top of <br />Reach 7. <br />The following observations were made regarding King II ditches, culverts, and other structures: <br />• East CWD-2 and CWD-lA appeared stable and large enough per the King II Ditch Capacities table in the <br />PAP. <br />• Culverts C2 and C3 were clear and met the specifications in the King II culvert capacities table in the <br />PAP. <br />• The inlet southeast of Stacker Pad 2 was protected from sediment with wattles. <br />REVEGETATION — Rule 4.15 Vegetative Cover; Timing: <br />Per Tom Bird, the top layer of coal on the lower portion of the Refuse Pile will be removed by GCC and the area <br />will be re -seeded. <br />SUPPORT FACILITIES - Rule 4.04: <br />An inspection of the King II facilities revealed no problems. <br />Number of Partial Inspection this Fiscal Year: 1 <br />Number of Complete Inspections this Fiscal Year: 1 <br />Page 3 of 9 <br />
