Tom Bird, Manager of Coal <br />Services, and Michael McFarland accompanied Rob in the field. The weather was partly cloudy and warm. The <br />ground was mostly dry. <br />AIR RESOURCE PROTECTION — Rule 4.17: <br />A water truck was seen operating between King I and King II. No dust problems were seen with the haul road or <br />any other roads. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />See description of work on Refuse Pile in "Excess Spoil and Development Waste" section. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />The un -reclaimed portion of the Refuse Pile appeared well graded and well compacted. There were no visible low <br />spots to hold water. Very small rills (approximately two inches deep) are developing and should be repaired if <br />they get larger. <br />During the inspection, a GCC equipment operator (Brendan Platt) spread approximately 15 piles of refuse on the <br />north side of the Refuse Pile. Each pile was approximately eight cubic yards in volume. A John Deere loader was <br />used to spread the material and then to compact it, first by running over the material with the tires and then by <br />dragging a loaded bucket across the flattened material. The lift was approximately 6 inches to 8 inches. <br />In the area beneath the Refuse Pile, no staining was seen on rocks and soil (as from mineral deposits). <br />Number of Partial Inspection this Fiscal Year: 1 <br />Number of Complete Inspections this Fiscal Year: 1 <br />Page 2 of 9 <br />
