.AMCASTLE ROCK <br /> CONSULTING <br /> ENHANCING TRADITIONAL SownoNs wITII/NNovATIoN <br /> Request for Technical Revision <br /> File No. M-1977-559 <br /> Attachment No. 1 <br /> Description of Proposed Technical Revision <br /> EXISTING PERMIT REQUIREMENTS FOR RECLAMATION <br /> The proposed future land use of East Pit listed in the 1977 mining permit application as <br /> commercial use as a marine equipment sales location. The alternate land use listed was"a private <br /> recreation area and a habitat that will favor wildlife." <br /> The attached Area Map and Detailed Reclamation Area Map for the East Pit shows grass seeding <br /> and tree planting on the reclaimed batch plant site, with dirt access roads encircling the batch <br /> plant area and extending along the southern boundary. The existing shop building, concrete <br /> aggregate bins and concrete fueling bays(all still existing)were to be removed. Topsoil was to <br /> be spread to a depth of six inches, before the approved seed mix was planted, mulched and <br /> fertilized. Total tree planting was to include 212 Russian olives. <br /> The West Pit final land use was originally "open range and pond", which was changed to <br /> "wildlife habitat" in a Technical Revision in 1992. The reclamation required grading to 3:1 <br /> slopes, before seeding and re-vegetating. <br /> STATUS OF EXISTING RECLAMATION <br /> The East Pit slopes are sloped and well vegetated along the western, eastern and southern sides <br /> of the East Pit, as well as the northern slope around the plant area. Some of the slopes east of the <br /> plant site are backfilled with concrete and still require some sloping, earthwork, top-soiling and <br /> seeding. Structures would require removal, per the original Reclamation Plan, prior to grading, <br /> topsoil spreading and reseeding with mulch and fertilizer. The lower areas in the southeast <br /> portion of the plant site are nicely revegetated, with new cottonwood trees growing. <br /> The West Pit slopes have been graded and revegetated, requiring routine mowing for weed <br /> control, and are presumably ready for release. The access road along the east side of the West <br /> Pit has not been seeded. <br /> REQUESTED CHANGES TO RECLAMATION PLAN <br /> • No change to the proposed future use of the affected land is requested. <br /> • The existing shop building and concrete aggregate storage bunkers to the south will <br /> remain, to the extent allowed by Fremont County zoning regulations. The shop building <br /> will be cleaned and used for various storage purposes. The future Land Owner will <br /> obtain county building permits to construct a roof over the aggregate bunkers, and <br /> convert them into useful covered storage for equipment and materials, not visible from <br /> Mackenzie Avenue. <br /> • The concrete structures previously used for fuel and oil storage will be demolished into <br /> rubble, and used on-site for slope stability and fish habitat, as described below. <br /> 536EAST 2 DAVEVUE CAS77.EROCI, CO 801018 (303)660-86013 (303)663-511 FAX STAAPE7FR9PE0A0L.00M <br />
