Scott Wanstedt of Blue Mountain Energy, Inc. was present for the inspection. <br />The weather was partly cloudy and a temperature of 87 degrees farenheight. The ground conditions were dry. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> <br />- Ponds DP-1 and PP-2 in the Facilities Area were inspected. DP-1 was impounding water at the time of the <br />inspection. The water level had not reached the primary spillway, there was no discharge from the pond to <br />Scullion Gulch. The embankment of DP-1 is well vegetated and stable. There were no indications of erosion. <br />The trash rack on the primary spillway was clear of debris. The emergency spillway is a riprap lined channel. The <br />riprap is in good condition and the spillway is clear of debris. PP-2 was holding water, the level of water in the <br />pond had not reached the primary spillway. The primary and emergency spillway were clear of debris. <br /> <br />- The ditches in the Facilities Area were in good condition and functioning as designed (Photo 1). The ditches <br />were cleaned after the spring snowmelt and precipitation events had concluded. The ditch behind the Wash Plant <br />was flowing to DP-1 during the inspection. <br /> <br />- HSL-1 is the only pond at the Halandras Landfill. The pond was dry at the time of the inspection. The pond is <br />stable, there were no indications of erosion. <br /> <br />- All cells of the B-Seam Dewatering System were impounding water during the inspection. The Last Chance <br />Pond was not at full capacity and there was no discharge from the primary spillway. The embankments of the <br />dewatering system are well vegetated and stable.
