<br />1 <br />JULY 26, 2016 NH1 & NH2 ACREAGE MEETING NOTES <br />TO: FRANK FERRIS, TREVOR RAGSDALE, TOM FRY, BROCK BOWLES <br />(DRMS) <br />FROM: TONY TENNYSON <br />SUBJECT: NH1 AND NH2 ACEAGE MEETING NOTES <br />DATE: JUNE 27, 2016 <br />CC: CHRIS GILBREATH & RICK WOLNEY <br /> <br />Attendees: Tony Tennyson (Tri-State), Frank Ferris (Elk Ridge), Trevor Ragsdale (Elk Ridge), <br />Tom Fry (Elk Ridge), and Brock Bowles (DRMS) <br />Meeting Purpose: Reported Permit, Disturbance, and Phase I through III Bond Acreage <br />Discrepancies for NH1 and NH2 <br />Meetings Notes: Meeting commenced at 9:00 AM. <br />This meeting was held to discuss the acreage discrepancies for three different types of acres that <br />are reported to DRMS. This includes three categories of acres which are permitted acres, disturb <br />acres, and bond release (all phases) acres. DMRS, Elk Ridge, and Tri-State staff understood <br />there were issues with the current and historic acreages reported, and the goal of the meeting was <br />to determine what the correct acreages should be for each category. <br />The meeting materials consisted of a spreadsheet listing acreages noted in finding documents for <br />all PRs, RNs, midterms and bond releases, a second spreadsheet with all acreages found on <br />decision forms for all MRs, TRs, PRs, midterms, bond release approvals, dating back to 1993, <br />and the Annual Reclamation Reports for 2004 to 2015. Mr. Bowles provided the information <br />contained in the DRMS permit system and these lists to help provide a history and path forward <br />to determining the appropriate acreages that should be reported. <br />Elk Ridge provided digital files for most of the boundaries noted as to potentially contain an <br />error in acreage reporting. Elk Ridge also, over the past six months, conducted field <br />reconnaissance including surveys to assist with determining many of the boundaries that were <br />currently indicating acreage discrepancies. <br />Historically, prior to electronic software being used, hand methods were utilized to calculate <br />acreages and the polygons. At a point in time these polygons were digitized and brought into <br />electronic media. Errors in the hand calculations and digitization could have created some of the <br />issues present.
