3. Summary <br />3.1 History of the Review Process <br />3.1.1 Revision Description, Initiation, and Progression of the Revision <br />The application for PR -04 was submitted to the Division on March 17, 2015. The Division <br />found the application complete on March 25, 2015. Public notice activities are detailed below in <br />Section 3.1.2. <br />PR -04 was submitted by the Colowyo Coal Company to revise the plan that was approved by the <br />Division with PR -03. (Implementation of PR -03 has not begun, as of the date of these findings.) <br />The primary changes include abandonment of mining in the Little Collom Pit and a <br />reconfiguration of the temporary out of pit spoil pile. Other significant changes from the PR -03 <br />plan to the PR -04 plan include: revisions to the sediment ponds and other sediment control <br />features, a revised facilities layout, and a revised permit boundary. <br />PR -04 proposes a decrease in the permit area by 1,554.5 acres from 29,075.7 to 27,521.2 total <br />acres. Of the 1,554.5 -acre decrease, 1,242.3 acres are federally owned surface and 312.2 acres <br />are privately owned surface. Additionally, the decrease includes 1,422 acres of federally owned <br />mineral rights and 132.5 acres of privately owned mineral rights. (Note that Colowyo submitted <br />a revised application form on March 24, 2015.) <br />Although the permit area will be decreased, with PR -04 Colowyo proposes to disturb an <br />additional 155.1 acres in the Collom permit expansion area. After approval of PR -03, the total <br />disturbed area was 5,877.3 acres. Other revisions since the PR -03 approval have increased the <br />acreage of disturbed area to 6,015.6 (after Minor Revision 155 (MR -155)). With approval of <br />PR -04, the total disturbed area would be 6,170.7. <br />The Collom Pit will be a multi -seam operations that will mine up to eight coal seams and 17 <br />subseams located approximately three and a half miles northwest of the South Taylor Pit (the <br />currently active Colowyo pit). The thickness of the Collom seams varies from 5 feet to 11 feet. <br />Colowyo will mine the Collom Pit using a combination of truck/shovel and dragline operations. <br />The truck/shovel operations will remove the upper three of four levels of overburden and <br />interburden and the dragline will remove the rest.
